Is it the cop’s fault the driver stopped there? I think many drivers stop asap out of fear of POing a cop or getting a huge ticket. I’m sure that’s a huge reason why there are so many drivers stopped on a side of a freeway, one of the WORST places to stop.
Absolutely. The cop is supposed to control the situation. He can tell the motorist to move.
